Park Sang-hak, a North Korean defector-turned-activist said he flew 200,000 balloons carrying anti-Pyongyang propaganda leaflets and COVID medical supplies across the border from South Korea into North Korea. One placard had an image of North Korean leader, Kim Jong Un, and a message saying that his grandfather, Kim Il Sung, was responsible for starting the Korean War. South Korea passed a law in 2020 that punishes anti-regime messages with three years in prison. In 2022, Park was indicted for violating the law.
