Rep. Dan Bishop, R-N.C., said in his speech nominating Rep. Byron Donalds, R-Fla., for speaker that Republicans could have elected the first Black speaker. Bishop was referring to Donalds, but Democrats began cheering and chanting, "Hakeem! Hakeem! Hakeem."
